In early August 1851, just over a month after Victoria became a separate colony, gold was discovered in Buninyong.

The new Victorian government quickly issued a proclamation imposing a licence fee of 30 shillings a month to be paid in advance for a specific area. Diggers would also need proof of discharge from previous employment.

The day that this news reached Buninyong, a mass meeting was held to protest the onerous fee and conditions.

This was the first of many protest meetings across Victorian goldfields, culminating in the Eureka rebellion.
